Mamica Toska is a senior career diplomat in the Albanian Ministry of Foreign Affairs and currently serves as the Chief of Staff to the Minister for Europe and Foreign Affairs. With nearly three decades of diplomatic experience, she has held significant leadership positions both within the central structures of the Ministry and in Albania’s diplomatic missions in Europe, the United States, and at the Permanent Mission of Albania to the United Nations.

Previously, she served as the Director of European Bilateral Cooperation, overseeing relations with most EU member states, and as the Director of the State Protocol. In these roles, she successfully led the organization of key international events, including the Ukraine Summit and the EU Growth Summit, as well as a series of high-level visits and national ceremonies.

Abroad, she has served as Deputy Ambassador at Albania’s Embassies in London (2020–2024; 2014) and in Washington, D.C. (2014–2020). Earlier, she represented Albania at the Permanent Mission to the United Nations and at the Albanian Embassy in Washington, D.C., where she was responsible for economic and trade matters.

Within the Ministry, she has held positions as the National Coordinator for the Central European Initiative and the Adriatic-Ionian Initiative, Specialist of the Immunities and Privileges Sector, and Desk Officer for the United States. In the early stages of her career, she contributed to strengthening Albania’s engagement with UN mechanisms on human rights by establishing the first intergovernmental working group for drafting national reports on international human rights conventions to which Albania is a party.

She holds a Master’s degree in International Relations and a Bachelor’s degree in History from the University of Tirana. She completed the Diplomatic Studies Program at the Graduate Institute of International and Development Studies in Geneva and has attended advanced executive programs at prestigious institutions, including Harvard University’s Kennedy School, Columbia University, the George C. Marshall European Center for Security Studies, and the UN/UNITAR Program on International Law in The Hague.

In 2025, she was awarded the Prime Minister’s Certificate of Merit for her leadership role in coordinating the European Political Community Summit in Tirana.

She is also the mother of a son, balancing her diplomatic career with her family life.
