Mr. Armand Skapi was born on December 24, 1973 in Tirana, Albania. In 1996, he graduated from the Law Faculty of University of Tirana. In 1995, he studied comparative international law at the Faculty of Law of the University of Leiden, the Netherlands. In 2008 he completed his postgraduate studies in the field of public law at the Law Faculty of the Tirana University.

Mr. Skapi joined the Foreign Service of Albania in 1997. Since then he has been in charge of various important tasks such as Director of the United Nations Directorate, Director of the Press and Public Diplomacy Directorate, Director of the Middle East and Africa Directorate, Minister Counselor at the Albanian Embassy in Rome, Rome, Chief of Staff of the Minister of Foreign Affairs, Director of the Directorate of International Law and Treaties and Director of the Directorate of the Law of the Sea and Relations with International Courts.

In March 2024 Mr. Skapi has been reappointed to the position of Secretary-General of the Ministry for Europe and Foreign Affairs after exercising this duty in the period 2019-2022. He has been representing Albania in various international conferences as well as leading negotiations for the conclusion of many treaties between Albania and other states or international organizations. He has a distinguished contribution in drafting the legal framework of the Albanian Foreign Service.

Mr. Skapi is a member of the Permanent Court of Arbitration, since 2016 as well as a member of the Court for Conciliation and Arbitration of the OSCE, since 2013.

In the academic field Mr. Skapi has been engaged as a guest lecturer at several Albanian universities in the field of international law and international relations, as well as a trainer at the Albanian School of Public Administration. He is also the author and co-author of several publications and articles in the field of international law and diplomacy. His is an expert in general international law, diplomatic and consular law, law of treaties, human rights law, law of the sea and peaceful settlement of disputes.
