Silda Anagnosti Çepe  – Deputy Minister at the Ministry for Europe and Foreign Affairs

Ms. Silda Anagnosti Çepe is the Deputy Minister of Foreign Affairs. She also serves as a City Councilor for Tirana and Chairperson of the National Alliance of Municipal Councilors. She has been part of the Prime Minister’s Office and brings over 20 years of experience as a lawyer, specializing in security and human rights. Her work has focused on drafting new legislation, advancing the human rights agenda, and implementing justice-related projects.

Ms. Anagnosti has extensive experience in both governance and international organizations. She served as the Director of the Cabinet of the Ministry of Interior and, for 14 years, was the Legal Adviser for the OSCE Presence in Albania, covering human rights and security issues. She also worked for two years with the Vatra Center, providing support for victims of human trafficking.

Ms. Anagnosti holds a Master of Science degree in Public Administration from the Faculty of Economics at the University of Tirana and a law degree from the Faculty of Law at the University of Tirana. She has pursued postgraduate studies at the University of Bologna (Italy) and Lund University (Sweden).

She has also acted as Albania’s contact point  for the OSCE/ODIHR and the OSCE’s Anti-Discrimination Commissioner, reporting on human rights, minority protection, vulnerable groups, and legislation on combating violent extremism and hate crimes. Furthermore, Ms. Anagnosti is a certified trainer by ODIHR on human rights and electoral observation, and she has served as an observer in several elections missions, in Albania and abroad.

Throughout her career, she has received training from prestigious institutions in diplomatic negotiations, diplomatic protocol, human rights, project management, anti-defamation, hate speech, domestic violence prevention, and combating human trafficking.

She is a member of the National Chamber of Advocacy, the contact group for the implementation of UN Security Council Resolution 1325, and the national advisory group on gender equality. Ms. Anagnosti has authored several publications in the field of human rights and security and has also published poetry books.
