The Council of Europe Framework Convention “On the Protection of National Minorities” was signed by the Republic of Albania on 29.06.1995, ratified by law no. 8496 dated 3.06.199 and entered into force on 01.01 2000.

Universal Periodic Review Mechanism on the of Human Rights.

The UPR mechanism as an essential element of the Human Rights Council is a process that includes reviewing the human rights situation in UN member states and obliging States parties to report on the fulfillment of international commitments in the protection of human rights.

Under this Mechanism, our country has submitted the first Report to the Human Rights Council (HRC) in 2009, and in January 2014 the Periodic Report under the second cycle of the Universal Periodic Mechanism (UPR). The third periodic report was submitted in February 2019 and was considered by the Working Group of the Human Rights Council in May 2019. In September 2020, the conclusions (outcome) on Albania were approved.
